Officers, troopers, deputies, etc never have any legal authority to “plea bargain” in the field. If this was the case you could just flash money at them and it would be settled (Mexico anyone?) Only state, county and city prosecuters can do that. We have a multiple level checks and balances legal system so there is no coruption.

As an ex officer in PA you can make deals with any officer. Take a hearing, and before the hearing ask the trooper if he can reduce your violation down. Explain you are worried about points insurance hikes etc. Example speeding would be pleaded down to safe speed (to fast for conditions). In PA the officer is the prosecutor unlike some other states. Don’t forget how you treated them on the stop comes into play. I always made notes of the stop on my copy of the ticket
