That depends on your income. If your budget is tight go on the budget. We had too. The budget does goes up in the winter sometimes by $20.00 to $60.00 My budget payment is $116 currently. It is all based on how much you use. Some companies give you a month off in the winter with no payment do, that if you have enough credit.

i don’t use oil i use natural gas and i’m on equal billing and think that’s the best way to go.

Probably a budget plan, because they often come with a price cap, which protects you against soaring fuel costs. Good to check with several suppliers (if you are using oil) for the best quote.
