It’s not too steep, you are looking a felony conviction. It wouldn’t be unreasonable for the prosecutor to recommend years of jail time so this isn’t a bad offer. After you get an appointed lawyer you might get a slightly better deal, but I doubt it. I’m assuming (since it’s being appointed and you aren’t hiring) you’re getting a public defender and they’re probably going to recommend you accept the plea you were offered.
To give you perspective I have seen gross misdemeanor offenses that have received worse plea bargains than you being offered.
Do keep in mind though that the advice I’m giving is based not knowing the evidence in the case and any other details that might be helpful. If you have a strong case in your favor then you could reasonbly get it knocked down a bit.

Based on my experience, for a class C felony, that does not seem way too steep, except for you having to pay $2,500 (which will probably be difficult since you qualify for a public defender). For a class D felony, I would say, yes, the whole deal is way too steep. The bonus to a one year diversion program is that the offense is going to come off of your record at the end of that program, and you will not be a convicted felon. Could the prosecutor make the deal better once you get appointed a lawyer? That is possible, yes. And your attorney will certainly argue for a better deal.
